On July 2, 2026, Decree-Law No. 66 of May 7, 2026, entered into effect in Italy, establishing a new Housing Plan. It was converted into law by Law No. 116 of July 2, 2026.

The Housing Plan seeks to increase Italy’s supply of sustainable, affordable housing by developing public, social, and integrated residential properties intended for sale or rent at controlled rates. It calls for replacing, building, renovating, and converting unused or unprofitable public real estate assets, and undertaking other projects addressing urban, structural, environmental, and social degradation or urban regeneration.
