SCO Quarterly Office Hours April 2026
Dear School Certifying Official (SCO),

Update: the Choice Act
In the August 2025 Office Hours, NTT-S presented on the Choice Act. Since then, there have been updates.
- Effective December 12, 2025, the law was changed and added Chapter 1606 to the in-state tuition requirements.
- Waiver requests will not come into the Executive Review mailbox. The Institutional Higher Learning will retain the request with the student's records for compliance purposes.
- The VA Secretary will authorize a waiver of in-state tuition when:
- The student requesting a waiver is not in receipt of Post-9/11 GI Bill benefits at the 100% benefit level AND
- The student submitted a signed, term specific (or term-by-term) waiver of in-state tuition to their school explaining why the out-of-state rate is more advantageous.

After a training or information session, we review the recording for Section 508
compliance and finalize the transcription. Then we post the recording to our National Training Team - Schools Webinar Playlist and send an email with links to:
When recordings are announced and posted to the NTT-S playlist, check the SCO Training Portal to confirm if the training session is available for self-certification. Then, simply watch the recording, and, if eligible, follow the self-certification steps to receive your credit.
